Prior to becoming Director of the California Department of Personnel Administration (DPA), Mr. Gilb was the Department’s Chief of Labor Relations, since 2004, and deputy chief of labor relations from 1991 to 1999.
From 1999 to 2004, he served as the State-appointed mediator for the Mediation and Conciliation Service, where he handled complex labor-management disputes in both the public and private sector.
