Before that, Mr. Arkin worked as an Energy Economist and Policy Analyst at Putnam Hayes & Bartlett in Washington, DC.

He received a B.A.
from Pomona College in Claremont, California, and a master's in public policy from the Kennedy School of Government at Harvard University, where he worked for the Harvard Electricity Policy Group on economic and environmental regulation of the industry and completed his master's thesis on renewable energy technology development.
