Kay Coles James

Kay Coles James is the President & Chairman of The Gloucester Institute, which was founded in 2005.
She is currently a Trustee at Virginia Commonwealth University, The Heritage Foundation, and a Member of the Medicaid Commission.
Previously, she served as an Independent Director at The PNC Financial Services Group, Inc., Magellan Health, Inc., and Amerigroup Corp.
She was also a Director at Amerigroup Corp., The Salvation Army, and Cancer Treatment Centers of America, Inc. Additionally, she held the position of Director at the US Office of Personnel Management (District of Columbia) from 2001 to 2005.
She was the Dean-School of Government at Regent University and the Senior Executive Vice President at MZM, Inc. She served as the Assistant Secretary at the US Department of Health & Human Services (DC) and as the Secretary-Health & Human Services for the State of Virginia.
She was also a Senior Partner at J.C.
Watts Cos.
LLC and the Secretary-Health & Human Resources Division at the Virginia Department of the Treasury.
Ms. James received her undergraduate degree from Hampton University.
