Neil served as a senior advisor when he joined Tullis in 2002 and moved into a venture partner role in 2019.
His extensive experience provides additional judgment and wisdom to Tullis’ investment process and internal workings.
Previously, Neil co-founded two well-known venture capital funds: Oxford Partners in 1981 and its successor Oxford Bioscience Partners in 1990.
Prior to that, he co-founded and was president of Randolph Computer Corporation, an American Stock Exchange-listed company focused on computer software and venture leasing, which merged into the Travelers Corp.
(now part of CitiGroup).
Subsequently, Neil was president of GTE New Ventures Corporation and a senior vice president of GTE Corporation.
Neil graduated from the University of Ottawa, Canada and earned a Master of Business Administration with honors from the Wharton School at the University of Pennsylvania.
