Mr. Shinn joined Endeavor in May 2004.
From 1999 to 2004, Mr. Shinn was President of Exelon Capital Partners, Inc., the corporate venture capital unit of the Exelon Corporation.
Prior to being named President of ECP, Mr. Shinn was VP, Business Development of Exelon Ventures from 1998-1999 where he supervised all business development activities for PECO Energy’s (the predecessor to ECP) unregulated ventures group.
From 1996–1999, Mr. Shinn was Director, Strategic Planning & Analysis for the Marketing & Sales Department of PECO Energy where he supervised strategic business development and planning for the retail group.
Mr. Shinn was Corporate Vice President, Project Development, for O’Brien Environmental Energy, Inc., from 1988-1995.
Mr. Shinn served as Pennsylvania’s chief energy policy advisor and supervised the state energy agency under Governor Dick Thornburgh as Executive Director, Governor’s Energy Council, from 1981-1988.
From 1976–1979 he was the Chairman’s Advisor, then Chief of Research and Development at the California Energy Commission.
Mr. Shinn was Dep.
Division Chief, Resource Development, for the U.S.
Federal Energy Administration, (now the U.S.
Department of Energy), where he was responsible for FEA’s national study entitled The Disposition Alternatives for Alaskan North Oil.
From 1974–1975, he was Project Director, in the California Governor’s Office of Policy and Planning.
In 1974 Mr. Shinn worked in the White House as a Research Assistant in the Executive Office of the President, Council on Environmental Quality.
Mr. Shinn served in the U.S.
Navy from 1972–1974 as Officer in Charge, U.S.
Naval Branch Oceanographic Office, in Long Beach, California.
Mr. Shinn received an AB and MA from Brown University and has pursued postgraduate studies at UCLA, USC, and the Wharton School at the University of Pennsylvania.
He has taught energy policy and project management at the University of Pennsylvania.
